Making Health Reform a Reality for You: Small Business Tax Credits

One of the most important benefits in the new law is relief for small businesses from the high cost of providing care. Small businesses are saddled with especially high costs when it comes to providing care for their employees. On average, their premiums are 18 percent higher than large businesses for the same coverage. The new health insurance reform law helps make coverage more affordable for small businesses so they can provide health care for their workers. Effective immediately, millions of small businesses are eligible to receive a tax credit to cover up to 35 percent of premiums. In 2014, the credit will increase to 50 percent, saving businesses $40 billion by 2019.

A new study finds that an estimated 2.7 million U.S. children are severely obese. This number jumped more than 300 percent since 1976 and 70 percent since 1994.

Differences in offers and enrollments for small (fewer than 50 employees) and large (50 employees or more) employers during the period are also discussed. In 1998, 32.2 percent of private sector employees worked in small firms. By 2008, the percentage of employees in small firms had declined to 27.0 percent (figure 1). In contrast, the portion of employment in large firms increased over the years to 73.0 percent.

The STATE System is an electronic data warehouse containing up-to-date and historical state-level data on tobacco use prevention and control.

The STATE System presently offers the ability to generate or build reports for Behaviors, Demographics, Economics, Environment, Funding, Health Consequences and Costs, and Legislation topic areas in the following 4 report formats:

A detailed report can be generated to display data for a selected topic area (e.g., Economics), measure (e.g., Cigarette Sales), state, and year.
A state comparison report can be generated to display data for a selected topic area (e.g., Economics), measure (e.g., Cigarette Sales), year, and all available states with Excel export capability.
A trend report (a custom report) can be built to display data for a selected topic area (e.g., Economics), measure (e.g., Cigarette Sales), multiple subtopics (e.g., Average Cost per Pack), years and states with a graphic output option and Excel export capability.
A highlights report can be generated to display current state-based information on the prevalence of tobacco use, the health impact and costs associated with tobacco use, and tobacco excise tax drawing from multiple sources within the System. This report includes tabular and graphic output options as well as a feature to export to PDF.

Colorado Hospital Report Card

The Colorado Hospital Report Card was created by Colorado House Bill 06-1278. This bill required general hospitals in the state of Colorado to report on clinical measures that would allow consumers to compare healthcare services of these facilities. This data was required to be made available on an internet website, and should allow consumers to conduct an interactive search to compare information from specific hospitals. The implementation plan for the Colorado Hospital Report Card required the data to be clear and easy to understand, and there will be appropriate guidance on how to use and understand the data.

The Colorado Department of Public Health and Environment (CDPHE) selected the Colorado Hospital Association (CHA) as the entity to create and maintain the Colorado Hospital Report Card. The CHA Hospital Report Card Implementation Committee is primarily responsible for identifying and recommending the necessary elements of the Colorado Hospital Report Card. This committee meets on a monthly basis to evaluate the overall effectiveness of the report card, and will assess and recommend new measures for inclusion in the report card on an annual basis.
